East Sussex Coast Resignalling

Overview
This project involved a series of signalling renewals linked to linespeed improvements aimed at reduced journey times between Ashford International Station and Brighton. Existing signalling was replaced with modern infrastructure using computer based interlocking controlled from a new Designated Control Point at Three Bridges Operations Centre.

There were significant delays to the programme resulting in the postponement of the main commissioning weekend on two occasions.

Planancy Role
Planancy was commissioned jointly by the employer and the contractor in September 2014 to carry out a comparative and forensic programme-driven analysis to identify the causes of the delay and their impact on the planned commissioning dates.

Outcomes
The analysis was carried out in 4 stages:

1. Data Extraction and Organisation

2. High level review involving data analysis using pivot tables and earned value analysis to gauge progress and periods of reduced activity

3. Forensic review involving backward passes on logic from the initial commissioning, a review of activities with significant finish variance and time impact and critical activities analysis

4. Collation of data and reporting to the Clients
